Remember: The closing date for selecting your benefits is November 30, 11:59pm PST, and you’ll make your Open Enrollment elections directly in PeopleSoft Employee Self-Service using the Open Enrollment tile.

Active Employees

 What's Changing in Plan Year 2026?- 

  • Rate Increase -For the 2026 plan year, our health plan expenses have once again increased, and unfortunately, it was no longer possible for the Committee to avoid implementing an increase to monthly insurance premiums. Shortfalls in funding for Plan Year 2026 will be addressed partly through a reduction of plan reserves, and partly through an increase to City funding and employee, retiree, and COBRA participant monthly premiums
  • Maximum Flexible Spending Account (FSA) IRS FSA maximums- Medical $3,400 and $7,500 for Dependent care.  
  • Health Savings Account (HSA) elections for Plan Year 2026 are increasing to $4,400 (employee only coverage) and $8,750 (employee + dependent coverage).  55 and older may contribute an additional $1,000
  • On the Consumer Driven Health Plan, the Individual Deductible will be increasing to $1,700 and the out of pocket maximum increasing to $3,400. The Family Deductible will be $3,400 and Family out of pocket maximum increasing to $6,800.
  • The 2026 457(b) Deferred Compensation maximums have not been announced at this time.
